PURA Files Final Decision In Investigation Into Planning Of Electric Utilities Advanced Metering Infrastructure

In 2019, the Connecticut Public Utilities Regulatory Authority (Authority or PURA) embarked on an initiative to accelerate the modernization of Connecticut’s electric grid in innovative, cost-effective, and equitable ways. At that time, the Authority identified the deployment and effectual utilization of advanced metering infrastructure (AMI) as one of four key objectives to achieving a modernized grid.
Recognizing that AMI will require significant capital investments by Connecticut’s electric distribution companies (EDCs) over the coming years — investments which will ultimately be paid for by ratepayers, the Authority, through this Decision, establishes a framework that will: (1) provide a regulatory roadmap for the EDCs; (2) protect ratepayers; and (3) ensure that this investment advances the economic, energy, and environmental policy goals of the state. This framework was informed by an extensive public process, soliciting ideas from Connecticut stakeholders as well as from leaders in the field, such as federal agencies, utilities outside of the state, and technology providers, all with experience deploying or utilizing AMI.
The framework incorporates specific goals for AMI, such as enabling businesses to operate more efficiently, improving the utilization of the electric system, and increasing customer engagement with their own energy footprint. The framework also identifies design and procurement practices along with the type and scope of investments necessary to deploy AMI prudently, transparently, and effectively.
Importantly, the framework establishes metrics for measuring the value of AMI to customers. In response to Eversource’s request for an AMI cost tracker to enable annual recovery of actual cost, the Authority will initiate a proceeding contemporaneous with issuance of this Decision to consider the establishment of such a mechanism. Finally, the framework addresses customer access to data generated from AMI and identifies data security and privacy requirements for the storage, use, and sharing of such data.
With the adoption of this AMI Framework, PURA authorizes the EDCs to proceed or continue with AMI deployment consistent with this Decision, which is intended to maximize AMI’s potential and value. [ *** ]
