PURA Files Notice Of Technical Meeting In Investigation Into Establishment Of Integrated Distribution System Planning Within A Performance-Based Regulation Framework

[ *** ] The Public Utilities Regulatory Authority (PURA) hereby notifies Participants and interested stakeholders that it will hold its fourth Technical Meeting (Technical Meeting #4) on Tuesday, February 6, 2024, at 1:00 p.m., via remote access. The purpose of Technical Meeting #4 is to discuss the grid needs assessment and distribution system analysis steps currently employed in the EDCs’ distribution system planning processes. Specifically, the Authority seeks to review the data inputs, assumptions, supporting systems, participant roles, and risk evaluations utilized in both steps, as applicable. Additionally, at Technical Meeting #4, hosting capacity analysis and its role in developing the grid needs assessment will also be discussed. As such, the Authority respectfully requests that the EDCs present on the following topics at Technical Meeting #4, at minimum:

  1. (Hosting Capacity Analysis) The current purpose for which hosting capacity analysis is conducted and how the analysis is used both internally to the EDCs and publicly. 
  2. (Hosting Capacity Analysis) The process by which the distribution system’s current state is evaluated regarding hosting capacity, including how the capabilities and limitations of distribution system equipment are assessed. 
  3. (Hosting Capacity Analysis) The scope of hosting capacity-related data that is currently publicly available vs. kept confidential to the EDCs. 
  4. (Grid Needs Assessment) How the hosting capacity analysis and Distributed Energy Resources (DER) and load forecasts are currently integrated to identify grid needs. 
  5. (Grid Needs Assessment) How various priorities and other factors such as reliability, resilience, DER integration, and load growth, among others, are currently considered and evaluated within the grid needs assessment process. In other words, a discussion of the criteria currently used to evaluate grid needs and represent them in the grid needs assessment. 
  6. (Grid Needs Assessment) A discussion of the relationship between the EDC’s grid needs assessment and its capital planning process, including goals, criteria, budget, timelines, etc. 
  7. (Grid Needs Assessment) The extent to which routine operations and maintenance or asset management are currently separately identified within the EDC’s grid needs assessment.

Accordingly, Participants and interested stakeholders who intend to present must provide a list of presenters and an estimated time of their presentation to the case coordinator, Laura Lupoli, via email at laura.lupoli@ct.gov, by 4:00 P.M. on Tuesday, January 30, 2024. The Authority will then issue a meeting agenda, which will allow time for PURA staff, Participants, and interested stakeholders to ask questions of each presenter. Participants and interested stakeholders must file their presentations through the Authority’s web filing system and provide a copy to the case coordinator by 4:00 P.M. on Friday, February 2, 2024.
