Notice Of Technical Meeting In Investigation Into Performance Mechanisms For A Performance-Based Regulation Framework

[ *** ] The Authority hereby notifies Participants that it will hold its eleventh Technical Meeting (Technical Meeting No. 11) on Wednesday, April 2, 2025, starting at 10:00 a.m., in person at PURA’s offices, Ten Franklin Square, New Britain, Connecticut. The purpose of Technical Meeting No. 11 is to initiate roundtable discussions on the recommended Performance Mechanisms outlined in the Authority’s Revised Straw Proposal. The Authority will facilitate a roundtable discussion among Participants regarding the Revised Straw Proposal and encourages Participants to engage in refining, modifying, and adding specificity to these mechanisms, with focus on areas that require further discovery to ensure each priority outcome is effectively met. All Participants are invited to identify up to two spokespersons (Roundtable Representatives)4 to participate directly in the facilitated discussions at Technical Meeting No. 11 to ensure that all participants are afforded an equal opportunity to engage. Additional Participant representatives are welcome to attend Technical Meeting No. 11 in-person; however, they will not be the primary participants in the facilitated roundtable discussion as space is expected to be limited and the Authority wishes for each participant to be represented in the discussion. In addition, Technical Meeting No. 11 will be broadcast on YouTube5 and a court reporter will be present at the meeting to transcribe the discussion.

The focus of Technical Meeting No. 11 will cover, to varying degrees, all priority outcomes that require further investigation. Participants should come prepared to propose and discuss specific, practical modifications to ensure a Performance Mechanism portfolio that fully supports each priority outcome. Specifically, participants are asked to come prepared to discuss any topics identified for further discovery in the Revised Straw proposal, such as various aspects of the Equitable Reliability PIM (consisting of CEMI/CELID), Customer Inquiries Scorecard, Affordability & Electricity Burden Scorecard, and Accounts Receivable & Uncollectible metrics.

Accordingly, Participants interested in participating in the roundtable discussions at Technical Meeting No. 11 must provide to the case coordinator, Laura Lupoli, via email at laura.lupoli@ct.gov, no later than 4:00 p.m. on March 25, 2025, the name(s) of the entity’s designated Roundtable Representative(s). The Authority plans to issue an agenda in advance of the Technical Meeting. [***]
