PURA Files Notice Of Technical Meeting In Investigation Into Revenue Adjustment Mechanisms For A Performance-Based Regulation Framework

[ *** ] The Authority hereby notifies Participants that it will hold its twelfth Technical Meeting (Technical Meeting No. 12) on Monday, November 18, 2024, starting at 1:00 p.m., in-person at PURA’s offices, Ten Franklin Square, New Britain, Connecticut. The purpose of Technical Meeting No. 12 is to advance various investigative topics to refine the proposed design of Revenue Adjustment Mechanisms recommended in the Straw Proposal. The Authority will facilitate a roundtable discussion among Participants regarding a Total Factor Productivity (TFP) Study for an X-Factor, and a Benchmarking Study for an S-Factor. To initiate the discussion, the Authority calls for brief presentations from Participants and interested stakeholders. Such presentations are not to exceed 15 minutes in length to allow for adequate discussion time. In conjunction with the presentations, the Authority seeks participation from Participants to discuss affirmative proposals to modify, refine, and add specificity to the Straw Proposal’s recommended MRP approach. All Participants are invited to identify up-to two spokespersons (Roundtable Representatives) to participate directly in the Technical Meeting’s facilitated discussions. Additional Participant representatives are welcome to attend the Technical Meeting, though they will not be the primary participants in the facilitated roundtable discussion as space is expected to be limited and the Authority wishes for each Participant to be represented in the discussion.

Specifically, Technical Meeting No. 12’s presentations and roundtable discussion will focus on potential considerations regarding a TFP Study for an X-Factor, and a Benchmarking Study for an S-Factor (Studies). Possible presentation and discussion topics may include, but may not be limited to the inputs, outputs, methodologies, and decisional considerations to inform choices necessary to conduct and utilize the Studies in a MRP. Further, the presentations and discussion may focus on understanding the Studies’ foundational aspects (e.g., Participant roles, what data is required and for what purpose, how the data is analyzed, timing and cost considerations of the studies, findings development and use, etc.)

Accordingly, participants and stakeholders interested in participating in the roundtable discussions of Technical Meeting No. 12 must each provide to the case coordinator, Laura Lupoli, via email at laura.lupoli@ct.gov, by 4:00 p.m. on Tuesday, November 12, 2024, the name of the entity’s designated Roundtable Representative(s). All Participants and interested stakeholders planning to present must also provide to the case coordinator by 4:00 p.m. on Tuesday, November 12, 2024, a list of presenters and an estimated time to present at Technical Meeting No. 12. All Participants and interested stakeholders providing presentations must file their presentations through the Authority’s web filing system and provide a copy to the case coordinator by 4:00 p.m. on Thursday, November 14, 2024. 

The Authority plans to issue an agenda in advance of the meeting. [ *** ]
