PURA Files Notice Of Technical Meeting In Investigation Into Revenue Adjustment Mechanisms For A Performance-Based Regulation Framework

[ *** ] The Authority hereby notifies Participants and interested stakeholders that it will hold a technical meeting on Wednesday, March 20, 2024, starting at 11:30 a.m., via remote access (Technical Meeting No. 7). The purpose of Technical Meeting No. 7 is to advance various investigative topics related to MRPs, particularly Going-in Rates, as well as explore the methodologies used by Participants in the financial analyses (Financial Analyses Methodologies) they submitted on December 21, 2023, in response to the November 16, 2023 Notice of Request for Written Comments. As such, the Authority respectfully requests presentations from the EDC on the specific topics listed below and calls for presentations from any Participants and interested stakeholders to further analyze: (1) Going-in Rates; and (2) Financial Analysis Methodologies. Technical Meeting No. 7 will also include a question-and-answer period to discuss the presentations. Presentations on the above-listed topics may include analysis of specific proposals, discussion of the use of such mechanisms in peer jurisdictions, and/or recommendations for further investigation. Specific to the EDC presentations, the Authority requests that the presentations include, at minimum, the following content: 1. Discussion of how relevant Straw Proposal concepts were translated into numerical inputs and assumptions for both Going-in Rates and Financial Analysis Methodologies. 2. Discussion of the specific methodologies applied to analyze the potential financial impacts of relevant Straw Proposal concepts. 3. Discussion of the findings of EDCs’ financial analyses of the Straw Proposal in terms of: (1) EDC financial impacts; (2) Customer rate impacts; and (3) other relevant impacts. 4. Recommendations for potential modifications to the Straw Proposal MRP mechanism sub-components and/or Going-in Rates that advance priority outcomes.
All Participants and interested stakeholders planning to present must provide to the case coordinator, Laura Lupoli, at laura.lupoli@ct.gov, by 4:00 p.m. on Thursday, March 14, 2024, a list of presenters and an estimated time to present at Technical Meeting No. 7. All Participants and interested stakeholders providing presentations must file their presentations through the Authority’s web filing system and provide a copy to the case coordinator by 4:00 p.m. on Monday, March 18, 2024.
