PURA Files Request For Comments In Annual Non-Residential Renewable Energy Solutions Program Review – Year 5

[ *** ] To facilitate the Authority’s evaluation of the NRES Program, the Authority requests that docket participants and interested stakeholders file written comments on or before 4:00 p.m. on Tuesday, August 26, 2025, addressing the following topics: 

  1. Recommended Price Caps and Bid Preferences 

In Order No. 3 of the Year 4 Decision, the Authority directed the EDCs to file by August 1, 2025, “bid preferences and price caps for the subsequent program year.” Year 4 Decision, p. 23. 

Accordingly, the Authority requests written comments on the EDCs’ recommended bid preferences and price caps submitted in their August 1st filing (Motion No. 7), including whether price caps for Program Year 5 should be based on the highest selected bid price or eightieth percentile bid price for each category.

  1. Recommended Programmatic Changes 

In Order No. 14 of the November 6, 2024 Decision in Docket No. 24-08-03, Annual Non-Residential Renewable Energy Solutions Program Review– Year 4 (Year 4 Decision), the Authority directed the electric distribution companies (EDCs) to file by August 1, “recommended programmatic changes, and updated Program Manual (both a redline and clean version) . . . Such recommended changes and associated program documents shall be accompanied by a narrative document explaining how the recommended changes better achieve the Program Objectives.” Year 4 Decision, pp. 25-26. 

The Authority requests written comments on the EDCs’ August 1st filing (Motion No. 6), including whether any recommended changes will advance the NRES Program Objectives.

  1. Recommended Application Fee In Order No. 19 of the Year 4 Decision, the Authority directed the EDCs to file by August 1, 2025, “an updated proposed nonrefundable application fee to cover the administrative costs associated with running the NRES Program, based on the most recent application numbers and administrative cost data.” Year 4 Decision, pp. 26-27. 

The Authority requests written comments on the EDCs’ recommended nonrefundable bid fees submitted in their August 1, 2025 Order No. 19 compliance filing. [ *** ]
