PURA Files Request For Comments In Annual Non-Residential Renewable Energy Solutions Program Review – Year 5

[ *** ] To facilitate the Authority’s evaluation of the NRES Program, the Authority requests that docket participants and interested stakeholders file written comments on or before 4:00 p.m. on Thursday, May 22, 2025, addressing the following topics:
Price cap – The Authority intends to use this proceeding to set the NRES price caps for calendar year 2026 and, accordingly, requests written comments from docket participants and interested stakeholders to inform the price cap setting process. Specifically, the Authority invites comments on the process used to set price caps in 2025 and any suggested changes. See Decision, Nov. 6, 2024, Docket No. 24-08-03, Annual Non-Residential Renewable Energy Solutions Program Review – Year 4, pp. 5-6.
Bid preferences – The Authority intends to use this proceeding to set the NRES bid preferences for calendar year 2026 and, accordingly, requests written comments from docket participants and interested stakeholders to inform the bid preference setting process. Specifically, the Authority invites comments on bid preference levels and categories in 2025 and any suggested changes. Decision, Nov. 6, 2024, Docket No. 24-08-03, Annual Non-Residential Renewable Energy Solutions Program Review – Year 4, pp. 6-8.
SAM project sizing – Section 4.2.4 of the NRES Year 4 Program Manual states that maximum total generation of a project can account for future electrification and/or fuel switching “at a Project site.” NRES Year 4 Program Manual, p. 17. However, because projects for State, Agricultural, or Municipal (SAM) customers include beneficial accounts that are not located at the project site, SAM projects must size to existing load without considering future electrification and/or fuel switching.
The Authority invites comments on whether SAM projects should be able to consider future electrification and/or fuel switching of associated beneficial accounts when sizing the project.
