Reminder – PSC to Hold Emergency Hearing on Recent Customer Bill Increases
The District of Columbia PSC will hold a legislative-style emergency hearing at 11:00 a.m. ET on June 3, to discuss key drivers and possible solutions to the recent increases in the generation portion of residential customer bills.
Ahead of the hearing, and in response to Chairman Thompson issuance of a statement of justification, Commissioner Beverly said, “I certainly don’t object to holding an (emergency) public hearing on how generation costs impact ratepayers’ bills, but I think we should give the parties and the public enough time to meaningfully participate. The hearing is stuck into an affordability process that we have yet to chart and it’s unclear from the notice what we intend to do with the testimony we receive or what (if any) detriment there is to parties who don’t participate in this hearing.
Separately but relatedly, PSC accepted on May 20 third party auditor Atrium Economics’ recommendations related to Pepco’s administration of SOS and issued directives accordingly.
The PSC noted that a number of the recommendations relate to the SOS adder, which is intended to bring parity between default service and supplier marketing costs. The Commission directed Staff to convene one or more SOS Working Group meetings as needed, with the first meeting convening by July 19.
