Renewable Energy Bill Awaits Governor’s Signature or Veto

Both Illinois houses pass last-minute energy bill substitution.  In the wee hours the original text of energy bill HB1700 was replaced just two days before the May 31st deadline.  The substitution legislation passed in the final hours of the session.

The substitution language replaces everything after the enacting clause.

The bill is currently awaiting signature or veto by Governor’s Pritzker’s signature.

If HB1700 is signed into law it would, among other things:

  • provide up to $15 million from the Renewable Energy Resources fund (RERF) for the next two program years of Illinois Solar for All, which had otherwise used all of its available RERF funding;
  • reduce the applicability of a $250/kW distributed storage rebate, with post-6/1/26 projects only eligible to receive payment for up to 25,000kWh of nameplate capacity and 5kWh per 1kW of participating power capacity, down from 30,000kWh and 6kWh, respectively, and vehicle storage systems excluded entirely; and
  • grant ICC authority to resolve disputes between qualified energy facility owners and local governments by issuing siting certificates in cases where it determines the facility complies with state siting laws; and
  • make minor tweaks to the gas utilities’ energy efficiency programs.
