Request For Briefs Sought In Annual EV Charging Program Review – Year 5

From the Connecticut Public Utility Regulatory Authority (PURA or Authority) Notice: 

[ *** ] The Authority hereby requests briefs from docket Participants in this matter. The purpose of the briefs is for the docket Participants to summarize their respective positions discussed in this EV charging docket.

Specifically, the Authority requests that briefs include discussion relating, but not limited to, the following: 

  1. The Companies’ analysis and proposal regarding adopting the NEVI Program’s 97% uptime requirement for DCFCs; 
  2. The Companies’ incentive proposal for MUD site hosts that participate in the MUD managed charging pilot; 
  3. The Companies’ proposed modifications to the Program in response to the passage of Public Act 25-173. 3 Specifically, see EDC responses to Interrogatory CAE-12, which provide an updated Program modification proposal using the Authority’s interpretation of Public Act 25-173, specifically, that the $20 million expenses cap could be limited to “the physical EVSE and … wiring upgrade costs.” 
  4. EDC efforts and the potential for reaching EV owners at point of purchase, or after the point of purchase, through OEMs, to grow the scale of EVs participating in managed charging; 
  5. Any Program modifications or additions to support unlocking greater benefits over time from the full value potential of EV charging, including new evaluations or analysis; 
  6. Any additional topics and/or recommendations regarding the Program. 

The Authority will accept briefs from Participants in the above-referenced docket on or before Tuesday, October 14, 2025, at 4:00 p.m. [ *** ]
