Request For Comments And Notice Of Technical Meeting Filed In Renewable Energy Tariff Program Successor Study

[ *** ] A technical meeting of the Authority staff, docket participants, and interested stakeholders will be held on Tuesday, August 5, 2025, starting at 11:00 a.m., via remote access. Technical Meeting topics are outlined below.

Technical Meeting Topics The Authority will use this Technical Meeting to receive information on the topics included in the Notice of Request for Written Comments below. These topics include residential successor program compensation structure, and non-residential successor program compensation structure and selection method. Stakeholders may also request to provide information on other topics included in the Notice of Request for Written Comments issued on April 4, 2025.

The Authority directs The Connecticut Light and Power Company d/b/a Eversource Energy and The United Illuminating Company (together, EDCs) to each deliver a presentation on the topics included in the below Notice of Request for Written Comments; in particular, the technical feasibility of implementation.

Additionally, the Authority is interested in receiving presentations from other participants on the above-mentioned topics. The Authority tentatively plans to structure the Technical Meeting as follows: (1) Authority introduction and presentation; (2) EDC presentation and questions; (3) Stakeholder presentations and questions; and (4) public comments.

All participants and interested stakeholders planning to present or otherwise provide comments at the Technical Meeting must provide a list of speakers, along with a designation of speaker by topic with an estimated time to present on each topic, to the PURA case coordinator, Ussawin “Robin” Bumpen, via email, Ussawin.Bumpen@ct.gov, by 9:00 a.m. on Tuesday, July 29, 2025. The Authority will issue a draft agenda for the Technical Meeting. All participants and interested stakeholders providing presentations must file their presentations through the Authority’s web filing system and provide a copy to the PURA case coordinator by 9:00 a.m. on Thursday, July 31, 2025.

To advance the investigation, the Authority requests written comments from participants and all interested stakeholders regarding the attached program design scenarios. The Authority requests that any interested stakeholders file written comments on or before Tuesday, July 29, 2025, at 4:00 p.m. Specifically, the Authority requests that participants and stakeholders provide written comments that include the following:

Provide feedback on the attached scenario for residential program design with reduced export compensation and incorporation of time-of-use rates. In particular, the Authority seeks comments on (A) the economic feasibility for program participants, and (B) the technical feasibility of implementation.

  1. Provide feedback on the attached scenario for overall non-residential program design with a standard-offer compensation model and first-ready project selection. In particular, the Authority seeks comments on (A) the economic feasibility for program participants, including consideration of the variety of available commercial rates and demand charges; and (B) the technical feasibility of implementation. In their responses, stakeholders are encouraged to provide specific examples from states with similar program models in place. 
  2. Discuss approaches to ensure residential program accessibility and benefits to low-income customers and underserved within the above-mentioned program framework, including customers enrolled in a low-income discount rate (LIDR) and residents of multi-family affordable housing. In particular, the Authority recognizes that the Buy-All tariff option has been important to ensure stable compensation for LIDR customers and is required for multi-family affordable housing projects. The Authority also plans to dedicate time for discussion of equity in successor program design during the subsequent technical meeting in this docket.
  3. Discuss approaches for preferential project siting and deployment within the above-mentioned framework, including potential adders for solar canopies, brownfields, landfills, distressed municipalities, and other applicable project types. In addition, discuss recommended approaches to integrate community solar into this framework. The Authority also plans to dedicate time for discussion of preferential project deployment and community solar under a successor program during the subsequent technical meeting in this docket.
