Request For Written Comments Filed In Front-of-the-Meter Storage Program

On December 29, 2023, the EDCs jointly filed as compliance their rate design for a wholesale distribution charge (WDC), which would be incorporated into their respective front-of-the-meter (FTM) Wholesale Distribution Access Tariffs (WDATs) for delivering power to energy storage systems intended for later resale at wholesale. EDC Compliance, Dec. 29, 2023, Docket No. 22-08-05, Annual Energy Storage Solutions Program Review – Year 2 . The EDCs subsequently filed their respective WDATs with the Federal Energy Regulatory Commission (FERC).1
Further, General Statutes § 16-243ee(a) requires the Authority, in relevant part, to establish a program for energy storage systems connected to the distribution system, located in front of the meter, and not situated on customer premises. Accordingly, the above-captioned proceeding will serve as the administrative record for the development of a FTM Storage Program and will include, but not be limited to, developing key FTM programmatic components, such as enrollment requirements and incentive structures. The Authority may also introduce additional relevant topics related to FTM Storage Program implementation at its discretion.
To facilitate the development of a new FTM program, the Authority requests that docket participants and interested stakeholders file written comments on or before 4:00 p.m. on Friday, February 14, 2025, addressing the following:
