Retail Energy Bill Comparison Legislation Awaits Governor’s Signature
SB3875 has passed both chambers of the New York legislature and is awaiting action by Gov. Hochul. The bill as previously reported would require that customers of ESCOs are provided side-by-side price comparisons on the first page of the customers’ billing statements, whether that bill is provided by the ESCO or the utility.
The comparisons must reflect the price the ESCO charged during the previous billing period and the price the customer would have paid if they had received service from their local utility or municipality. Furthermore, ESCOs would be required to provide an itemized list of prices for any energy-related value-added products during the billing period. Additionally, the bill would require ESCOs to provide their customers an annual statement comparing the prices charged for goods and services over the past year to the prices the customer would have paid if they had received service from their local utility or municipalityESCO
