Revised Straw Proposal Filed In Investigation Into Performance Mechanisms For A Performance-Based Regulation Framework

[ *** ] Pursuant to § 1 of Public Act 20-5, An Act Concerning Emergency Response by Electric Distribution Companies, the Regulation of Other Public Utilities and Nexus Provision for Certain Disaster-Related or Emergency-Related Work Performed in the State (Take Back Our Grid Act), and in accordance with the April 26, 2023 Decision in Docket No. 21-05-15, PURA Investigation into A Performance-Based Regulation Framework For The Electric Distribution Companies (Phase 1 Decision), the Public Utilities Regulatory Authority (Authority or PURA) issues this Revised Straw Proposal regarding the potential future adoption of a set of Reported Metrics, Scorecards, and Performance Incentive Mechanisms (PIMs) (together, Performance Mechanisms), as part of the Authority’s Performance-Based Regulation (PBR) framework.
In this Revised Straw Proposal, the Authority proposes a modified set of Performance Mechanisms developed through the lens of the four regulatory goals, five foundational considerations, and nine priority public outcomes adopted in the Phase 1 Decision. The proposed Reported Metrics, Scorecards, and PIMs aim to enhance transparency, interpretation, and accountability, respectively, for the Electric Distribution Companies’ performance within Connecticut’s portfolio of Performance Mechanisms (PBR Performance Mechanism Portfolio). These revisions reflect ongoing discussions with Participants and stakeholders. First, the Authority discusses its Design Principles used to guide Performance Mechanism development in the proceeding. Second, the Authority discusses the proposed modified Performance Mechanisms within each priority outcome, including Participant and stakeholder comments received and the Authority’s analysis thereof. Finally, the Authority provides Performance Mechanism reporting considerations to guide future potential adoption, including the likely adoption of Reported Metrics and Scorecards as soon as practical, and further definition and implementation of PIMs in subsequent rate cases.
