RIE Discontinued Wind Power Purchase Agreement (PPA)

On November 14, 2025 Rhode Island Energy (RIE) announced that it “has discontinued its Power Purchase Agreement (PPA) negotiations with SouthCoast Wind associated with 200MW of offshore wind energy”  RIE said that “After several PPA negotiation extensions and continued uncertainty in the offshore wind industry, Rhode Island Energy was unable to come to agreeable terms for a PPA. We remain fully supportive of the offshore wind industry and look forward to future PPA opportunities as the industry evolves. 

Contracts must be submitted to the RIPUC for approval by December 31, 2025.

As background, contracts must be at least 15 years and may not exceed 20 years for conforming bids or 30 years for non-conforming bids. RIE is not required to enter any contracts, and there is no fixed amount of energy or RECs to be procured.
