SCC Approves Dominion’s Modified Application & Proposed Stipulation

SCC issued final order approving Dominion’s application as modified by the 11/14/23 proposed stipulation (2/28/24). As a reminder, stipulating parties agreed to Dominion’s proposed AMI opt-out policy, which, per Dominion testimony, “would charge participating customers a monthly opt-out fee of $10.35, or one-third of the estimated total monthly cost, with the remaining two-thirds recovered through base rates paid by all residential customers.” 

As background, this SCC’s proceeding involves the biennial review of Dominion Energy Virginia’s base rates, and terms and conditions for the provision of generation, distribution, and transmission services. Dominion is not proposing any increase or decrease in total base rates for the upcoming rate periods but is proposing to revise its advanced metering infrastructure (AMI) opt-out policy. Under the revised policy, customers requesting to opt out of AMI installation will be charged a monthly fee of $10.35 to recover labor and administrative costs associated with the monthly meter reading. Dominion is also seeking approval to increase the basic monthly customer charge from $7.58 to $9.05 for residential customers receiving service under Schedule 1.
