Start Of New Purchase Of Receivables (POR) Program Begins June 5, 2025

Granite State Electric (Liberty Utilities) filed a letter with the New Hampshire PUC that the start of its new electricity purchase of receivables (POR) program will be June 5, 2025.  The letter notes that all retail suppliers have signed updated supplier agreements.  

{***} “On behalf of Liberty Utilities (Granite State Electric) Corp. d/b/a Liberty and in accordance with Order No. 28,105 (February 21, 2025) in Docket No. DE 23-003, I report that as of April 11, 2025, Liberty has received signed Electric Service Supplier Agreements (“ESSA”) from all suppliers. Therefore, Liberty will implement Schedule 2, which sets a date certain for Purchase of Receivables (“POR”) implementation in the event all suppliers have returned the approved ESSA. Under Schedule 2, as filed on March 4, 2025, Liberty will (1) implement POR by June 5, 2025, and (2) pay Suppliers for any existing accounts receivable of customers billed through the Company’s Consolidated Billing Service by July 5, 2025.”{***}

As previously reported Granite State Electric filed an initial POR discount of 1.439%, with all customer classes having the same discount in the first year of POR. Separate residential and non-residential POR discounts will be calculated after the initial year of POR. The start date was contingent upon all supplier signing and returning the Electric Service Supplier Agreements (“ESSA”) from all suppliers, which has been met thereby allowing for the June 5th start date.
