Status of Procurement of Basic Generation Service (BGS)
As background, this is an annual proceeding for the procurement of Basic Generation Service (BGS) for New Jersey’s four investor-owned electric utilities (EDCs), for the period June/1/2026 – May/31/2027.
Two-thirds of the state’s BGS requirements for residential and small commercial pricing (RSCP) customers has already been procured, and this proceeding is for the procurement of the remaining one-third of the BGS-RSCP requirements, as well as the BGS requirements for C&I energy pricing (CIEP) and Rockland’s non-PJM service area capacity needs.
The EDCs, propose: (1) to conduct procurement through a statewide, multiple round descending clock auction that simultaneously seeks offers for all BGS load; (2) that the BGS-RSCP auction “will seek offers for the supply of full requirements tranches of each EDC’s BGS-RSCP Load for a three-year period”; and (3) that each EDC’s tranches in the 2026 BGS-RSCP Auction will be identical and uniform and will represent a fixed percentage of that EDC’s total BGS-RSCP Load.”
Important Dates:
- Alternate guaranty expressions of interest due by 10/28/25.
- Proposed letters of credit modifications due by 12:00 noon ET on 10/28/25; final illustrative part 2 application forms scheduled to be posted on 11/20/25.
- Proposed modifications to standard form of the pre- and post-auction letters of credit due by 10/28/25; individual responses expected by 11/5/25; all acceptable optional modifications scheduled to be posted on 11/7/25; final credit instruments scheduled to be posted 11/7/25.
- Load caps, tranche sizes, and minimum and maximum starting prices scheduled to be announced on 11/14/25.
- BPU decision on auction proposal expected in 11/25; EDC compliance filings expected to be due in 12/25; BPU decision on compliance filings expected in 12/25; final supplier master agreements and rules expected to be posted in 12/25.
- Additional bidder information webcast tentatively scheduled for 12/2/25.
- Online application portal expected to be available to bidders by 12/2/25; part 1 applications due by 12:00 p.m., noon, ET on 12/16/25; notification of part 1 application results expected by 12/19/25; part 2 applications due by 12:00 p.m., noon, on 1/14/26; notification of part 2 application results expected by 1/22/26; information webcast for registered bidders tentatively scheduled for 1/28/26.
