Technical Meeting Scheduled In Annual Energy Storage Solutions Program Review – Year 4

[ *** ] A technical meeting of the Authority staff, docket Participants, and interested stakeholders will be held on Tuesday, August 6, 2024, starting at 1:00 p.m., via remote access. Technical Meeting topics are outlined below.

The Authority will use this Technical Meeting to receive information on the topics included in the Notice of Request for Written Comments issued on June 18, 2024, including: (1) proposed upfront incentive rates2 filed with the Authority by the Connecticut Green Bank (CGB), The United Illuminating Company (UI), and The Connecticut Light and Power Company d/b/a Eversource Energy (Eversource; collectively, with UI and CGB, the Program Administrators) (Order Nos. 23 and 29 Compliance); and (2) the Program Administrators’ proposed changes to the passive dispatch window3 (Order No. 22 Compliance).

In addition to the above topics, the Authority directs the Program Administrators to provide presentations on the following: (1) a summary of the main findings from the Program Administrators’ Final Evaluation Report for the 2022–2024 Program Cycle4 (Order No. 4 Compliance); (2) ESS program application and deployment levels by month through June 2024, including an analysis of low-income and distressed municipality participation; and (3) the Program Administrators’ recommendation for a percentage of ESS incentives to be distributed equally among all tenants at multifamily housing sites5 (Order No. 21 Compliance).

Further, the Authority invites Stakeholders to present on any of the abovementioned topics. The Authority tentatively plans to structure the Technical Meeting as follows: (1) Program Administrator presentation and questions; (2) topic-by-topic presentations and discussions; and (3) public comments. The Authority respectfully requests that all Stakeholders come prepared to present on each individual topic (i.e., not provide one presentation on all or multiple topics at once, but rather individual presentations for each topic) as this will allow for a robust discussion on each topic, which will result in a better understanding of the topic and any potential changes.

All Participants and interested Stakeholders planning to present or otherwise provide comments at the Technical Meeting must provide a list of speakers, along with a designation of speaker by topic with an estimated time to present on each topic, to the PURA case coordinator, Laura Lupoli, via email, laura.lupoli@ct.gov, by 4:00 p.m. on Tuesday, July 30, 2024. The Authority will issue a draft agenda for the Technical Meeting. All Participants and interested Stakeholders providing presentations must file their presentations through the Authority’s web filing system and provide a copy to the PURA case coordinator by 4:00 p.m. on Thursday, August 1, 2024. The Technical Meeting will take place via remote access. Access instructions are set forth below.
