Technical Meeting Scheduled In Front-Of-The-Meter Storage Program

[ *** ] A technical meeting of the Authority staff, docket Participants, and interested stakeholders will be held on Friday, April 25, 2025, starting at 9:00 a.m., via remote access. Technical Meeting topics are outlined below.
Technical Meeting Topics
The Authority will use this Technical Meeting to receive information on the topics included in the March 25, 2025 Notice of Request for Written Comments, 2 including: (1) the program’s megawatt (MW) allocation between the EDCs; (2) data metrics; (3) data collection requirements; (4) non-refundable application fee and refundable performance assurance; (5) unique project benefits; (6) storage duration; (7) contract length; and (8) maturity requirements. The Authority also invites stakeholders to provide feedback on the EDCs’ March 27, 2025 technical meeting presentation3 regarding FERC jurisdiction over a demand response program for FTM storage.
The Authority directs the EDCs to present on the topics referenced in the March 25, 2025 Notice. Additionally, the Authority requests the Connecticut Green Bank (CGB) to present on the same topics. Further, the Authority invites interested stakeholders to present on any of the above-mentioned topics. The Authority tentatively plans to structure the Technical Meeting as follows: (1) EDC presentation and questions; (2) CGB presentation and questions; (3) Stakeholder presentations and discussions; and (4) public comments. To ensure robust discussion, the Authority respectfully requests that all Stakeholders prepare individual slides for each specific topic (rather than one slide covering multiple topics) to facilitate a deeper understanding of each subject.
All Participants and interested Stakeholders planning to present or otherwise provide comments at the Technical Meeting must provide a list of speakers, along with a designation of speaker by topic with an estimated time to present on each topic, to the PURA case coordinator, Ussawin (Robin) Bumpen, via email at ussawin.bumpen@ct.gov, by 4:00 p.m. on Thursday, April 17, 2025. The Authority will issue a draft agenda for the Technical Meeting. All Participants and interested Stakeholders providing presentations must file their presentations through the Authority’s web filing system and provide a copy to the PURA case coordinator by 10:00 a.m. on Tuesday, April 22, 2025. The Technical Meeting will take place via remote access. Access instructions are set forth below.
