TOU SOS Bill Awaits Governor’s Signature

House Bill LD186  – “An Act to Clarify the Public Utilities Commission’s Authority to Establish Time-of-use Pricing for Standard-offer Service”

 

Bill passed to be enacted by the House (6/2/25).

Bill passed to be enacted by the Senate (6/2/25) and now awaits Governor’s signature.

 

The bill as amended would grants MEPUC the authority to incorporate time of use (TOU) pricing into standard-offer service. 

If signed, the MEPUC would be required to seek to avoid the negative impacts of TOU rates on residential customers who: (1) rely on life support systems; (2) “receive assistance from the State due to a medical condition and are participants in CMP’s or Versant’s Lifeline programs or their successors; (3) senior citizens; and (4) economically vulnerable.
