Unitil Files Increase To POR Discount Rates
Fitchburg Gas and Electric (Unitil) in Massachusetts has proposed a large reduction to its residential purchase of receivables discount rate, under an annual update to the rate.
Unitil’s new POR discount rates in Massachusetts, formally known as Standard Complete Billing Percentages (SCBPs), are proposed to be effective December 1, 2024.
Fitchburg Gas and Electric proposes to set the residential POR discount at 2.30%, down from the current 3.33%.
The 2.30% residential SCBP reflects an uncollectible component of about 2.8%, less a negative reconciliation component of about 0.5%.
For small & regular general service customers, the POR discount would increase, to 0.63% from the current 0.06%. This is mostly driven by a positive reconciliation factor for the new discount, versus a negative (credit) reconciliation factor a year ago, with little change in uncollectibles for this customer class.
