Update on Staff’s White Paper on Clean Energy Zones Program

On May 18 – 19 parties also filed comments regarding the Zero Emissions Credit (“ZEC”) 2.0 Implementation Plan previously proposed by NYSERDA.

ACE NY – Comments that the proposal includes a preliminary concept that could have broader implications for New York’s clean energy markets. Specifically, NYSERDA is considering auctions in which voluntary market participants would bid for ZECs at prices below the full value otherwise paid by NYSERDA.

Constellation Energy Generation – Filed comments in support of ZEC 2.0 and urges NYSERDA and Staff to specify that the associated ZEC rate must be issued no later than 45 days after the start of each compliance year.

The Joint Utilities – Filed comments in overall support of the Implementation Plan.

Previously on May 15, 2026 New York PSC filed a white paper on the clean energy zones program.   This white paper discusses the benefits of the clean energy zones concept, proposes two program approaches, and identifies a number of key questions where Staff is seeking stakeholder comment.

Also, on May 15, 2026 New York PSC  granted Staff’s request until November 15, 2026 to file stakeholder comments regarding the evaluation of the existing CES solicitation process.
