Utilities File Proposals & Testimony In Support Of Updating Initial POR Rate and Payment Date

“Public Service Company of New Hampshire d/b/a Eversource Energy (the “Company”) hereby submits the enclosed proposal to update the Discount Percentage Rate (“DPR”) to be used in connection with the initial implementation and administration of the Company’s Purchase of Receivables (“POR”) program in New Hampshire as well as the proposed monthly payment date. 

The initial DPR is generally designed to be equal to the utility’s actual uncollectible rate, as adjusted to recover incremental capital and operating costs related to the implementation and administration of the POR program, consistent with RSA 53-E:9. On March 11, 2025, in Order No. 28,112, the Commission approved amended tariff language that specifies the methodology for calculating the initial DPR. The DPR will be applied to payments made to suppliers when their existing or future receivables are purchased by the Company in connection with the POR program. 

The Company’s proposal is described in the pre-filed direct testimony of Brendan J. O’Brien, Director of Revenue and Regulatory Accounting, and the related attachments detailing the calculation of the DPR and underlying cost and rate design components and the determination of the date for payments to suppliers under the POR program.”
