Utilities File Responses to DPU’s Broad Rate Review Investigation

Massachusetts electric and natural gas utilities file responses to a Massachusetts DPU broad investigation to review the utilities rates and seeking comments on a host of rate related matters including rate affordability.
As previously reported, in its Order, the Department directed the electric distribution companies and gas local distribution companies to each submit a report with the Department containing information necessary for this investigation. The individual responses/reports were due no later than February 13, 2026.
The Department reserves April 1, 2026 through April 3, 2026 to hold hybrid technical conferences in this matter. The technical conferences will commence at 10:00 am. At this time, the Department does not anticipate needing the full three days for these sessions. As such, the final schedule and agenda items will be provided at a later date.
The Department requests that any stakeholders wishing to participate in the technical conferences notify the Department no later than the close of business on March 4, 2026 by emailing Hearing Officer Stephanie Mealey at dpu25200.investigation@mass.gov. as well as the Service List for this matter.
Such notice shall include: (1) any issues and proposals the stakeholders seek to discuss at the technical conference; and (2) whether the stakeholders intend to make a presentation.
The Department also requests that the Distribution Companies provide presentations on their Reports for discussion at the technical conferences and that they submit copies of these presentations two weeks prior to the start of conferences. The Distribution Companies should coordinate where possible to limit duplication of topics and provide for an efficient use of time.
