Utility Files Revised Retail Delivery Rates While PUC Evaluates Strategies For Reducing Winter Price Volatility
RI Energy filed a revised compliance tariff filing for a summary of their retail delivery rates and last resort service.
The Rhode Island PUC initiated this docket to explore strategies for reducing winter price volatility during the 2025–2026 season. The PUC is evaluating whether to launch a formal inquiry into potential changes to the recovery periods regarding energy efficiency, long-term renewable energy contracting, and storm restoration costs.
Among other things this review would examine (1) if the costs associated with the annual energy efficiency charge should be recovered over an 8-month period, with only the statutory renewable energy component collected over 12 months; (2) if the long-term contracting for renewable energy recovery factor should also be recovered over an 8-month period; (3) if the storm contingency fund replenishment factor should be limited to recovery during the months of April-November; and (4) whether alternative recovery periods should be considered if other sources of funding become available.
