Utility Updates Conservation Energy Program

On August 24, 2026 PGW filed an addendum to its 2023–2027 Universal Service and Energy Conservation Plan (USECP) to update its Home Comfort/LIURP program and bring it into compliance with the PUC’s revised LIURP regulations, effective December 13, 2026.

The updates clarify landlord and tenant consent requirements, expand customer outreach, and prioritize high-usage customers with the greatest savings potential. They also establish limits on health and safety costs, provide energy education and LIHEAP information, strengthen quality inspections, and maintain PGW’s waiver of the 15% LIURP administrative cost cap.
