Workgroup Files DER Benefit/Cost Analysis Report and Status Update
On July 7, 2026 the Unified Benefit-Cost Analysis (UBCA) Work Group Leader filed a work group report and status update (Phase II Part 1).
As background the Maryland Public Service Commission (PSC) opened this proceeding in response to a filing from the leader of the Electric Vehicle Work Group asking the Maryland PSC to examine a Unified Benefit Cost Analysis framework for all Distributed Energy Resources (DERs) in Maryland. The filing “…suggests that a framework that measures cost-effectiveness and potential rate impacts across all DERs will ensure adequate review of projects and consistency in the valuation of relevant value streams and could potentially assist the Commission in evaluating utility investment strategies and distribution system planning practices.”
