License Reminder – Second batch of residential retail suppliers with existing licenses, shall apply to renew their licenses by May 29, 2026

On April 22, the Maryland PSC issued an Order “addresses the continuation of the implementation of licensure renewal requirements for retail suppliers, as required by Senate Bill 1 (2024) (“SB 1”).   On December 17, 2024, the Commission issued a notice approving staggered license renewal deadlines for retail supplier licenses expiring in 2025, and directed that January 15, 2025 would be the renewal application deadline.2 The Commission’s directives included a limited delegation to its Technical Staff (“Staff”), including notification to retail suppliers regarding license expiration, application processing and revocation hearings.3 To provide additional guidance to Staff regarding upcoming retail supplier license renewals this year, the Commission hereby imposes dates for license expiration and application renewals as set forth below.

In Order No. 91510, the Commission staggered, throughout 2025, the license expiration dates for the first batch of residential suppliers with licenses expiring in 2025.

The process for the second batch of residential suppliers shall be similar, wherein the licenses of the residential retail suppliers listed in Exhibit A, attached to this Order, shall expire throughout 2026, at dates reflected in the Exhibit.4 The Commission hereby directs that the final expiration date for a residential supplier slated for renewal in 2026 shall be The Commission hereby directs that the final expiration date for a residential supplier slated for renewal in 2026 shall be October 30, 2026. The renewal filing deadlines for all residential retail suppliers listed in Exhibit A shall be May 29, 2026. {Emphasis Added.}

“Staff shall notify any of the retail suppliers in Exhibit A, that have not filed for renewal by May 29, 2026, that the supplier’s license will be revoked pending a hearing.”

As reported previously the Maryland Commission delegated to Staff the authority to approve retail supplier license relinquishments that meet the following strict conditions at the time a supplier applies for license relinquishment:

(a) the supplier has no unresolved complaints with CAD;

(b) the supplier must submit proof of compliance with the reporting requirements outlined in Commission Order Nos. 91463 (PC 65) and 91638 (PC 67);

(c) the supplier has paid all outstanding Commission assessments; and

(d) the supplier is fully compliant with all license requirements set forth in PUA §§ 7-507 and 7-603.
