PSC Reschedules SB1 Supplier POR and Billing Rulemaking Meeting
On May 19, the Maryland Commission issued a notice that the in-person only rulemaking session originally scheduled for June 24, 2026 in the revisions to COMAR 20.53 – Competitive Electricity Supply and COMAR 20.59 – Competitive Gas Sup0ply matter has been rescheduled to Wednesday, July 8, 2026, beginning ten minutes after the conclusion of the 10:00 a.m. Administrative Meeting.
Previously on May 11th Commission Staff filed with the Commission a Petition for Rulemaking in the above-mentioned matter along with proposed regulations in compliance with Commission Order No. 914632 and implementation of Senate Bill 1.
On May 12th the Commission hereby initiated an Administrative Docket, RM 96, to consider regulations as submitted by Staff.
Among other things, the proposed rule amendments to the rules dealing with the prohibition on the purchase of retail energy supplier receivables (POR) by utilities for residential customers; to impose a limit on retail supplier late fees under dual billing; and to add rule language preserving the availability of potential future billing mechanisms without needing to re-open a rulemaking.
