On July 1, 2026 parties filed comments on a proposed standardized agreement for approval of Energy Storage Capacity Credits.

Of note, RESA suggested edits consistent with its proposal for the ESCC, stating, “…a nonbypassable distribution charge and to allocate the storage credit purchasing obligation to the utilities through the Central Agent mechanism simplifies the entire program, including the various payments required under the Act and the Commission’s future monitoring of the program.”
