Utility and Consumer Advocate File Joint Settlement in Annual Purchased Gas Rate

On August 10, 2026, PECO and OCA filed a  joint settlement petition regarding PECO Gas annual 1307(f) proceeding for 2026.

“PECO Energy Company (“PECO” or the “Company”) and the Office of Consumer Advocate (“OCA”) (hereinafter referred to individually as “Party” or collectively as “Settling Parties”),1 hereby submit this Joint Petition for Complete Settlement (“Joint Petition” or “Settlement”)2 and respectfully request that:

  1. Administrative Law Judge F. Joseph Brady (the “ALJ” or “ALJ Brady”) recommend that the Pennsylvania Public Utility Commission (“Commission”) approve this Settlement and all of its terms and conditions, and that the Commission grant such approval, without modification;
  2. ALJ Brady recommend that the Commission authorize PECO to file a tariff supplement to reflect rates and terms consistent with this Settlement applicable to the Section 1307(f) Purchased Gas Cost rate investigation at Docket No. R-2026-3062148.”

Among other things, “under the terms of the 2008 Gas Base Rate Case Settlement, PECO is required to update the BC as part of its annual Section 1307(f) filing. As set forth in Exhibit BGT-2 to PECO Statement No. 3, the Direct Testimony of Blerina Gaba-Teme in the PGC 43 Filing (and also included in Appendix A), PECO proposed a balancing charge for gas transportation customers of $0.0231 per Mcf to become effective on December 1, 2026. The proposed balancing charge is $0.0002 more per Mcf than the currently effective balancing charge.

Under the settlement, the Settling Parties have also agreed to adopt PECO’s as-filed Balancing Charge for gas transportation customers of $0.0231 per Mcf to be effective December 1, 2026. The associated tariff pages are included in Appendix A.PAIEUGBIE, and OSBA filed letters stating that they are not opposing the joint petition for settlement.”

Also on August 10, 2026, BIEOCA, and PECO filed letters stating that they are not submitting reply briefs.

Next Steps:

A recommended decision must be issued by September 4, 2026.

Suspension ends December 1, 2026.
