Party Urges PSC to Address Rate Structures that Favor Gas use Consistent with New York’s Emissions-reduction Goals
On September 4, 2026 the Institute for Policy Integrity filed comments supporting further New York PSC review of electric rate design that may discourage efficient electric heating.
The Institute for Policy Integrity argues that existing rates may overcharge electric-heating customers relative to the costs they impose on the grid, undermining electrification. The Institute for Policy Integrity urges the NYPSC to address rate structures and other policies that favor gas use or disadvantage electric heating, consistent with New York’s emissions-reduction goals.
As background, the New York PSC opened a new Grid of the Future (GOTF) docket with the intent to “…unlock innovation and investment to deploy flexible resources – such as DERs and virtual power plants (VPPs) – to achieve our clean energy goals at a manageable cost and at the highest levels of reliability.
New York PSC Staff must file an updated Grid of the Future Plan by October 30, 2026.
