Phase 2 Status and Summary Report Filed Detailing Next Steps in Data Access Framework

On September 29, 2026 NYSERDA filed its IEDR Phase 2 status and summary report regarding the strategic use of energy related data within the State of New York.

Among other things, NYSERDA proposes continuing development of New York’s IEDR through a one-year phase 2.5, while preparing a phase 3 proposal for Q1 2027.

Phase 2.5 would expand rate comparison and bill impact analytics.

For suppliers it is important to note that the IEDR query tool is expected to launch in Q1 2027, providing centralized access to statewide energy and utility rate data.

As background, the New York PSC has launched a comprehensive proceeding to address “the strategic use of energy related data.” Specifically, the Commission wants to develop a Data Access Framework that clearly defines the process for access, standardizes the necessary privacy, cybersecurity, and quality requirements for access to energy-related data will ensure uniform treatment across various energy related data use cases. This framework will also include the development of metrics regarding quality and accuracy of energy related data.

Next Steps:

Interested parties must file comments on Staff’s preliminary proposal for modifications to the data access framework by October 30, 2026.

NYSERDA must, once the Integrated Energy Data Resource publishes the use case that integrates the community-scale energy usage data on the statewide centralized platform, file one or more notifications with the NYPSC Secretary in Docket Nos. 17-M-0315 and 20-M-0082 notifying the individual utilities to stop reporting their aggregated community data directly to NYSERDA.
