PUC Directs Staff to File Recommendations on Utility’s Proposed Large Load Tariff

On October 2, 2026 the Texas Commission issued an  order direct Staff to file comments and recommendations regarding a petition filed by Southwestern Public Service Company (SPS) that was filed on September 30, 2026 for approval of large load customer tariff provisions.

By October 9, 2026, Commission Staff must file comments and recommendations on the administrative completeness of the petition, the sufficiency of the proposed notice, and on SPS’s proposed procedural schedule.

SPS’ petition seeks approval to revise its Large General Service – Transmission tariff rate schedule to adopt provisions to identify customer sub-classes and provide commercial terms for large-load customers under PURA1 §§ 14.001,32.001,36.001 and 16 Texas Administrative Code § 25.241.

SPS proposes to provide notice of its petition to:

  1. SPS’ s customers taking service or contracted to take service under the proposed tariff;
  2. all parties to its last base rate (Docket No. 546342) and fuel reconciliation (Docket No. 591333) proceedings;
  3. a one-time publication in newspapers of general circulation in SPS’ s service area; and
  4. by filing substantially similar applications with the municipalities retaining original jurisdiction of SPS’s services in Texas.
