Bipartisan Governors Launch PJM Collaborative to Strengthen State Voice on Electricity Affordability and Reliability

On October 8, 2026 a bipartisan group of 13 governors and the Mayor of D.C. announced the formal creation of the PJM Governors’ Collaborative, a new multistate organization designed to strengthen the voice of states and electricity consumers in decisions affecting the affordability and reliability of the region’s electric system operated by PJM Interconnection.

The governors announced the Collaborative at the Second Annual Governors’ Summit on the State of PJM Interconnection, where they released a signed  a  Memorandum of Understanding (“MOU”) formally establishing the organization.

The MOU identifies a shared bipartisan objective: increasing state and consumer representation in PJM’s governance and decision-making processes to help ensure affordable, safe and reliable electricity for residents and businesses.

Under the MOU, the Collaborative will seek to:

  • Coordinate participating states in developing joint positions and strategies on PJM issues;
  • Provide states with technical assistance to understand and assess PJM proposals; and
  • Coordinate engagement with PJM, the Federal Energy Regulatory Commission, state public utility commissions, and other organizations involved in regional electricity policy.
