North Shore:
As background, North Shore proposes a general increase in rates and revisions to services for gas distribution service. The total amount of the requested revenue increase is $18.5 million. The relief requested will affect North Shore’s approximately 163,000 customers.
Under the revenue requirement proposed in this proceeding, the Rider SSC Storage Banking Charge, which applies to transportation customers, will be set at 0.055 cents per therm of storage capacity and the Storage Service Charge, which applies to sales customers, is 0.863 cents per therm of consumption.
North Shore is proposing to remove the Daily Demand Measurement Device Charge from Rider SST, Subscription Storage Transportation Service in response to the utility moving to an AMI network (according to the utility, it is amid a “disciplined deployment of AMI that began with migrating large transport customers as quickly as possible due to the high risk of failure of the Metretek system. Generally, residential and commercial customers are being migrated from AMR to AMI in parallel. As of the date of 1/23, 162,847 customers are now served by 500G ERTs. North Shore anticipates the technical upgrades of the ERTs and full AMI deployment will be completed in 2023.”)
Peoples Gas Light and Coke:
Peoples proposed an increase in rates and revisions to terms classification for gas service. The total amount of the requested revenue increase is $194.7 million.
Of note to suppliers, the Rider SSC Storage Banking Charge, which applies to transportation customers, would be set at 1.094 cents per therm of storage capacity and the Storage Service Charge, which applies to sales customers, would be set at 8.042 cents per therm of consumption.
Also of note, in accordance with a previous settlement, Peoples Gas provided RESA with a report concerning several market design issues. Peoples said in consultation with RESA it has implemented improvements to the enrollment process, restoration of intraday nominations, billing services agreement changes, and a POR program. Peoples said it continues to discuss “enroll from your wallet” capability, pooling charges, and implementing a Percentage of Income Payment Plan.
