Texas PUC Commissioner Says ADER Task Force Should Review Whether Customer’s VPP Provider Can Be Entity Other Than Customer’s REP

At an agenda session Commissioner Glotfelty expressed his preference that the Aggregate Distributed Energy Resource task force addressing the Aggregate Distributed Energy Resource (ADER) pilot in ERCOT should review whether a customer may select a virtual power plant (VPP) provider that is different from the customer’s retail electric provider. 

Specifically, in a memo Commissioner Glotfelty wrote that the ADER task force should, “look at if it is possible for a consumer to select a VPP provider that is not their Retail Electric Provider.”

Furthermore, Commissioner Glotfelty recommended that customers should be able to select a VPP provider independent of the customer’s underlying equipment for the VPP.

Commissioner Glotfelty said that one example of this situation, “is that Tesla Powerwall’s [sic] can only participate in a VPP thru [sic] the Tesla Retail provider and VPP.”

“This should change.” 

Nationwide Energy Partners renewed its recommendation that ADER participants be permitted to use an alternative LSE, one which is not the customer’s retail electric provider, for participation in the ADER pilot.

Nationwide Energy Partners argued that elimination of the single LSE restriction would prevent situations in which customers must choose between, “a great supply product and participation in the ADER pilot program,”

Nationwide Energy Partners further said that LSE flexibility would decrease potential customer disenrollment in the ADER pilot that may otherwise result from a customer’s churn among REPs at the end of a retail generation contract period. 

In its most recent comments with the PUCT, Nationwide Energy Partners is aligned with comments made by Armada Power in August 2022 at the time of ADER pilot design. Several stakeholders have recently requested that the PUCT review alleged ongoing barriers in the ADER pilot to increase participation.
