Parties File Additional Comments in Dual-Use-Solar Energy Pilot

Additional parties filed comments on the New Jersey Board of Public Utilities (BPU) Dual-Use Solar Energy Pilot Program notice of proposed substantial changes.

LightstarDual-Use Stakeholders, and ForeFront Power requests that the BPU:

(1) “accelerate the Year 1 program awards and maximize MWs awarded so projects can secure ITC eligibility, maintain financial viability, and meet IRS commercial operation requirements”; and

(2) “restore the base compensation rate to $95/MWh, consistent with earlier guidance, or allow for projects to participate as community solar (<5MW),” noting that this is below the CSI III award average and two recent awards.

As background the BPU has created this new stakeholder working group for the following purposes: to engage with renewable energy industry stakeholders, provide an open forum for questions, discuss best practices and identify program challenges, and review new program rules and requirements.

Also note that as reported previously, the BPU is considering amendments to “its existing solar energy rules to establish the Dual-Use Solar Energy Pilot Program (Pilot Program) and to integrate it with the larger Successor Solar Incentive (SuSI) Program” in Docket  QX24080597.
