AES Amends Application Seeking New CIS Cutover Timeline
As previously reported, Dayton Power & Light or the Company (D/B/A AES Ohio) had filed an application with the Public Utilities Commission (PUCO) in January of 2024 seeking waivers of applicable rules and tariff provisions to execute a cutover to a new CIS and billing and related systems.
The amended application seeks additional waiver and details altered cutover timelines related to CIS cutover implementation that will impact competitive retail suppliers (CRES) customer enrollment and billing processes. AES Ohio had previously said that a temporary disruption to its legacy systems would occur Friday, March 29 until Wednesday, April 3 and had received waivers, for itself and affected CRES providers, from various retail market deadlines included in the PUCO rules.

Pursuant to Ohio Adm. Code 4901:1-10-02(C), 4901:1-18-02(B), 4901:1-21-02(C), and for good cause shown, The Dayton Power and Light Company d/b/a AES Ohio (“AES Ohio” or the “Company”) files this Amended Application requesting temporary waivers of certain requirements of Ohio Adm. Code Chapter 4901:1-10, 4901:1-18, 4901:1-21 during June, July, and August 2024 in order to implement its AES Customer Ecosystem (“ACE”) efficiently and effectively. This Amended Application seeks the same temporary waivers that were requested in the initial Application in this matter but updates the applicable dates of those waivers to reflect the revised implementation timeline of the ACE Project. {***}
Based on an updated and current timeline, AES Ohio expects that the temporary disruption to its systems from the CIS cutover will now occur from Wednesday July 31 until Tuesday, August 6 (the Cutover Period); however, AES said that “given the immensity of this project, disruptions may occur between June 16 and September 3, 2024 (the ‘Conversion Period’).”
AES Ohio said that it anticipates that by August 6, once the Cutover Period is complete, virtually all processes of the new CIS project will be functioning.
Timeline:
The rule waivers sought by AES Ohio associated with the new CIS system cutover detail the following timeline:
- Suspend certification of new CRES supplier (June 14 to August 12, 2024)
- From June 14 until August 12, 2024, AES Ohio intends to suspend certifying and activating any new CRES supplier in the legacy CIS. A supplier who completes certification after June 14, 2024, will be activated in the new system after August 12, 2024, and will then be able to serve customers.
- Suspend processing requests for new CRES provider rates for Rate Ready billing (July 1 to August 6)
- From July 1 until August 6, 2024, AES Ohio intends to suspend processing requests to implement new rates for CRES providers for Rate Ready billing. For rates effective August 1, 2024, CRES Providers would need to send change requests by July 1, 2024. On August 6, 2024, the Company will resume accepting and processing such requests.
- Suspend processing of bill-ready billing transactions (July 25 to August 6)
- From July 25 to August 6, 2024, AES Ohio intends to suspend the processing of bill-ready billing transactions from CRES providers. During this time, this Company expects that it will be unable to adhere to the three-day processing window for Bill Units twenty and twenty-one.
- Suspend inbound transactions for CRES enrollments, drops, changes, and reinstatements (July 20 to August 6)
- From July 20 until August 6, 2024, AES Ohio intends to suspend accepting inbound transactions for CRES enrollments, reinstatements, and drops. During this period, suppliers will be able to contact the Company via email until July 31 to manually reinstate pending drops during the rescission period. Any requests that are submitted to AES Ohio during the suspension will be stored and processed after the Cutover Period.
- Suspend outbound transactions to CRES providers (August 1 to August 6)
- From August 1 until August 6, 2024, AES Ohio intends to suspend outbound transactions to CRES providers. Outbound transactions will resume on August 7, 2024.
- CRES providers will need to wait to send electronic enrollment requests (July 20 to August 6)
- From July 20 to August 6, 2024, AES Ohio will be unable to process electronic inbound transactions. In most cases, CRES providers will have to wait longer than three business days to send electronic transactions for customers enrolled during this suspension period and, therefore, will require a temporary waiver of the PUCO rules to the extent they require otherwise during that time period
- CRES providers will be unable to implement service commencements or contract terminations (July 20 to August 6, 2024)
- From July 20 until August 6, 2024, CRES providers may not be able to adhere to exact dates previously provided for the service commencement and terminations that were previously agreed on with customers, AES Ohio said. Furthermore, if a customer initiates a termination of an automatically renewing contract, whose expiration date falls between the mentioned period this will not be processed until after August 6, 2024, when all service commencements and terminations resume.
- Suspend access to historical usage requests on CRES Web Portal (July 31 to August 6, 2024)
- From July 31 until August 6, 2024, AES Ohio intends to suspend accepting historical usage requests from CRES providers. The current historical usage feature on the Company’s CRES web portal performs a real time call to the legacy system to retrieve usage. This feature will be unavailable during the Cutover Period.
