  1. Extension of Statutory Deadline is Appropriate

    Phase Two of this proceeding addresses issues related to unrealized sales and revenues resulting from SDG&E’s Public Safety Power Shutoff (PSPS) events in 2020. Phase Two of this proceeding has not yet begun. An extension of the statutory deadline to March 1, 2024, is appropriate to allow the Commission sufficient time to resolve this proceeding.
  2. Background

    Public Utilities Code (Pub. Util. Code) Section 1701.5(a) provides that the Commission shall resolve the issues raised in the scoping memo of a rate-setting proceeding within 18 months of the date the proceeding is initiated, unless the Commission makes a written determination that the deadline cannot be met and issues an order extending that deadline. The current statutory deadline for resolving this application is December 31, 2023.

    On June 1, 2021, San Diego Gas and Electric Company (SDG&E) filed this application.

    A prehearing conference was held on August 4, 2021, to discuss the issues of law and fact and to determine the need for hearing and schedule for resolving the matter.

    The assigned Commissioner issued the Scoping Memo and Ruling on August 13, 2021, which bifurcated the proceeding into two phases. Each phase of the proceeding addresses a different set of issues.

    On May 5, 2022, Decision (D.) 22-05-006 resolved the issues in Phase One of the proceeding.

    On September 15, 2022, D.22-09-014 extended the statutory deadline of this proceeding to December 31, 2023. The proceeding remains open to address issues in Phase Two. {***}
