Annual Report on Dispatchable and Non-Dispatchable Generation Facilities Due
On September 15, 2026 the Texas PUC staff filed a Staff Memo, Filing Instructions, and Excel Template regarding Dispatchable And Non-Dispatchable Generation Facilities Required By 16 TAC §25.75.
Each TSP must file this information in Project 60278 by October 15, 2026, using the attached filing instructions and Excel template.
In an annual filing, a TSP must submit information responsive to each topic in the tables below for 5 years on a rolling basis. For example, for calendar year 2026, the TSPs must submit data from January 1, 2021, through December 31, 2025. TSPs must provide a brief explanation for projects where interconnection costs are not available. For the year 2026, each TSP must submit the required information by October 15, 2025, on the agency information system (AIS) under Project Number – 60278.

The staff memorandum and reporting instructions from the Public Utility Commission of Texas (PUCT) regarding the CY2026 Annual Report on Dispatchable and Non-Dispatchable Generation Facilities under 16 TAC §25.75 and Public Utility Regulatory Act §39.1591.
Among other things, Staff requests that each Transmission Service Provider (TSP) in ERCOT submit data regarding costs incurred to interconnect electric generating facilities, battery energy storage systems, and retail/transmission-connected loads to the ERCOT transmission system. Reporting covers a five-year rolling period (January 1, 2021 through December 31, 2025) and must be submitted using the provided instructions and template. Specific reporting topics include direct and network transmission line buildouts, voltage levels, energization dates, approved rate-recovery interconnection costs, and substation upgrades.
Staff members Seaver Myers and Rizwaan Lakhani from the Rate Regulation/RAP division are designated as key staff, with division approval provided by David Smeltzer.
