SB1292, the last bill standing among several considered in response to the income-graduated fixed charged established by 2022 legislation and set to go into effect later this year. Barring gubernatorial veto, CPUC will be prohibited from authorizing any further residential fixed charge until 30 days after it has submitted a report to the relevant committees, which it must do by the beginning of 2028. Also of note, the legislature has presented Gov. Newsom with an expansion of the programs for consolidated permitting and California Environmental Quality Act streamlining for hydrogen production and storage facilities will be expanded (SB1420), and an expansion of the definition of “renewable electrical generation facility” to allow for the inclusion of facilities using linear generators (AB1921).
