BPU Seeks Comments on Revised Energy Efficiency Program
The New Jersey Board of Public Utilities (NJBPU) has released for public comment the revised Energy Efficiency Triennium Program Year 6 (PY6) Technical Reference Manual (TRM).

Each year NJBPU manages the process to update the TRM, which is used to calculate the energy savings from energy efficiency programs administered through New Jersey’s Clean Energy Program™ (NJCEP) and the public electric and gas utility companies in New Jersey.
The TRM is a foundational tool that ensures:
- Energy efficiency investments are measured consistently,
- Utilities are held accountable to energy savings targets from the Clean Energy Act of 2018, and
- Savings are verifiable and comparable across all New Jersey utilities and NJCEP programs.
It enables NJBPU to quantify how energy efficiency programs contribute to demand reduction, emissions reductions, and New Jersey’s affordable energy goals.The PY6 TRM is an evolution of the Energy Efficiency Triennium Program Year 5 (PY5) TRM.1 The changes reflected in the revised PY6 TRM address:
- Editorial revisions, clarifications and error corrections,
- Fixed reference links,
- Implemented Evaluation Study results,
- Added equipment for measure sections, and
- Updated parameter assumptions based on new secondary research.
