PSC Staff Files Recommendation Regarding EV Charging Load Challenges
On June 15, 2026 New York PSC Staff issued its recommendations regarding the growing interconnection challenges associated with the electric vehicle charging load.
Staff recommends addressing EV load interconnection issues through existing proceedings and working groups rather than establishing a new process.
Specifically, Staff recommends that issues related to large-load interconnections be addressed in Case 26-E-0045, which is examining planning, cost allocation, and tariff structures for integrating large loads into New York’s transmission and distribution systems.
Staff also recommends that vehicle-to-grid, vehicle-to-home, vehicle-to-everything, and other bidirectional technologies continue to be considered through the Interconnection Technical Working Group (ITWG), noting that utilities would process V2G applications under the existing Standardized Interconnection Requirements.
Staff is also evaluating the merits of a flexible interconnection pilot program in Case 26-E-0052 and will continue to address other interconnection-related issues through the ITWG and the Interconnection Policy Working Group (IPWG).
Staff further notes that ongoing proceedings concerning modifications to the Standardized Interconnection Requirements and the timely interconnection of distributed energy resources provide additional forums for considering EV interconnection issues.
Finally, Staff states that feedback received in the review of the EV Make-Ready Program may inform a future proposal, at which time stakeholders would have an opportunity to provide comments.
