In review of Capital Energy’s application, the authority determined that Capital Energy has ongoing contracts and compensation arrangements with suppliers which indicate third-party agency relationships, and the company is a suppliers’ agent rather than a customer’s representative or aggregator.  Therefore, the application was denied.
