- In New York at the Public Service Commission in Docket No. 19-M-0463 (Consolidated Billing for DER):
- On December 5, 2024 Solar Simplified, a community solar subscriber management company, filed comments in support of the immediate implementation of the Net Crediting framework under utility consolidated billing for Net Energy Metering community solar projects, which is currently only available to Value of Distributed Energy Resources (“VDER”) projects.
- On December 20, 2024 the PSC issued an order directing the electric utilities to implement a Volumetric Net Crediting program for volumetric community distributed generation (“CDG”) projects and fully automate billing and modifying the Joint Utilities’ proposed implementation timelines.
- In Docket No. 15-E-0302 (Large-Scale Renewable Program and a Clean Energy Standard Proceeding) NYSEG and RG&E filed reports on their Tier 1 REC sales to Con Ed. And the electric utilities filed their Clean Energy Standard – Delivery (“CESD”) financial backstop reconciliations.
- In Docket No. 20-E-0249 (Renewable Energy Facility Host Community Benefit Program) on December 24, 2024 NYSERDA filed a notice of new Tier 1 REC contracts for 23 large-scale land-based renewable energy projects that will provide more than 2.3 GW of clean energy, which is enough to power more than 700,000 homes throughout New York State.
- On December 18, 2024, Governor Hochul announced an additional $28.5 million is now available to install EV fast chargers along major travel corridors across New York State through the State’s new competitive Downstate Direct Current Fast Charger (DCFC) program funded by the federal National Electric Vehicle Infrastructure (NEVI) formula funding program.
- On December 19, 2024 the PSC approved five major renewable energy projects, including solar and land-based wind projects, totaling more than 2,000 MW.
- In Docket No. 15-E-0751 (VDER):
- On December 13, 2024, the PSC granted an extension to National Grid to file tariff revisions to effectuate hourly supply billing for mass market customers under Service Classification No. 7 (“SC7”).
- NiMo (National Grid) filed its update to its SC7 Phase-in Delivery Rates.
- On December 19, 2024 , 2024 DPS filed its revision to the workplan and schedule for the stakeholder process for calculating Locational System Relief Values and Demand Reduction Values.to inform pricing that Staff filed on October 25, 2024.
- Central Hudson, NYSEG, RG&E, and NiMo (National Grid) filed their Mass Market Standby Rate Automation Reports.
- The PSC announced a stakeholder meeting on January 30, 2025 to present and understand the details of Parties’ proposals for calculating Locational System Relief Value (LSRV) and Demand Reduction Value (DRV) to inform pricing.
- In Docket 24-E-0415 (Timely Interconnection of Distributed Energy Resources) the PSC issued a stakeholder comment notice seeking responses to questions regarding the cause and extent of any delays to interconnecting DER, metrics related to timely interconnection, and potential revenue adjustments associated with such metrics. Comments are due by February 3, 2025.
- In Docket No. 14-M-0094 (PSC Motion to Consider a Clean Energy Fund) on December 20, 2024 DPS filed a letter regarding its review of NYSERDA’s Clean Energy Fund Compiled Investment Plan, and NYSERDA filed an Innovation and Research Funding Proposal (2026-2030).
- In Docket No. 21-E-0629 (Distributed Solar) on December 24, 2024 Central Hudson, NiMo (National Grid), NYSEG, and RG&E filed tariff amendments to implement the Statewide Solar for All program.
- In Docket No. 22-M-0149 (Assessing Implementation of and Compliance with the Requirements and Targets of the CLCPA) DPS notified the PSC of a delay in the presentation of the Second Annual CLCPA Report, which it will present instead in 2025.
- In Docket No. 22-M-0429 (Implementing the Utility Thermal Energy Network and Jobs Act) Multiple utilities filed their status reports regarding their utility thermal energy network pilot projects.
- On December 20, 2024 the PSC issued an order granting, with modifications, the petitions of Con Ed and National Grid seeking increases in the interim cost caps for their utility thermal energy network pilot projects.
- DPS filed a notice that it will hold a technical conference on March 25 to explore existing thermal energy network systems in New York State, including how these systems currently operate and effectively serve their customer bases, for the purpose of improving knowledge and informing potential future regulations.
- The PSC granted extensions to multiple utilities to file their Final Utility Thermal Energy Network (UTEN) Pilot Project Engineering Design and Customer Protection Plan for their respective pilot projects.
- In Docket No. 24-E-0084 (NYPA Petition to Establish the Renewable Energy Access and Community Help Program) the electric utilities each filed their Renewable Energy Access and Community Help (“REACH”) compliance filings and implementation plans. The PSC granted an extension to NYPA until January 31, 2025, to execute program implementation agreements with the electric utilities. Central Hudson filed a tariff amendment to clarify REACH projects eligibility for certain NY-SUN incentives.
