ComEd’s TOU Rates Proposal Approved Despite Retail Supplier Concerns
The Illinois Commerce Commission (ICC) issued an order on rehearing approving ComEd’s proposed time of use rates (Rate BEST) and the utility’s proposed June 2026 implementation date.
In its order the ICC found the “concerns regarding [retail supplier] access to interval meter usage data is moot because RESs will begin receiving interval meter usage data beginning in June 2025.”
The ICC also held “that retail market competition in Illinois will not be adversely impacted by ComEd offering its Rate BEST,” noting that supplier “opposition to utility- offered time of use rates does not, alone, establish competitive harm” and noted that the “effective date was chosen, in part, to address concerns raised by RESs and Staff regarding effects on retail electric competition.
The Commission in its order found it appropriate for ComEd to recover “Rate BEST’s administrative costs through the delivery services rate… as all customers should benefit from the peak load reduction objective.”
