Comments Due Re: Load Interconnection Electric Vehicle Applications Queue Management Manual

On November 13, 2025,  the New York Public Service Commission (PSC) issued an order and press release modifying the coordinated grid planning process related to the load interconnection electric vehicle applications queue management manual.

Previously on November 6, 2025, the NY PSC issued a notice soliciting comments whereby parties must submit initial comments by December 5, 2025 and reply comments by December 19, 2025 related to the load interconnection electric vehicle applications queue management manual.

The order requires the following: (1) the utilities must consult with LIPA when administering the Energy Policy Planning Advisory Council; (2) the utilities develop one or more tranches of conceptual local upgrades for each utility district to provide the estimated cost per megawatt and size prior to the start of each coordinated grid planning process cycle; (3) Staff must provide generation supply curve information on either a geographical or electrical basis that matches utility district mapping; (4) the utilities must implement additional dispatchable emission-free resources options; (5) Staff must prepare conceptual bulk transmission costs for use in the capacity expansion model in Cycle 2; and (6) the utilities must incorporate production cost modeling into the first stage.
