Commission Approves Electric Utility’s RAM Components
The Connecticut Commission or PURA issued interim decision approving, the following rate adjustment mechanism or “RAM” components. The RAM components include bypassable and nonbypassable charges such as the Transmission Adjustment Clause (TAC) rate, Non-Bypassable Federally Mandated Congestion Charge (NBFMCC), Systems Benefit Charge (SBC), and Revenue Decoupling Mechanism (RDM) rates. These rates are examined by the Commission annually to review of actual revenues and approved expenses from the prior calendar year associated with the RAM filings and approves rate adjustments associated with such prudency review for the current year.
The RAM components approved by this order include:
- the Non-Bypassable Federally Mandated Congestion Charge (NBFMCC) – 2.0011¢/kWh, down from 2.5068¢/kWh currently;
- the Transmission Adjustment Clause (TAC) – 3.8197¢/kWh, down from 4/0110¢/kWh;
- the Systems Benefit Charge (SBC) – 3.1219¢/kWh, up from 2.7526¢/kWh; and
- the Revenue Decoupling Mechanism (RDM) – a credit of 0.2274¢/kWh, up from a charge of 0.0518¢/kWh currently. The approved rates would be effective May 1, 2025 through April 20, 2026.
